Ryan Flood, Executive Director
Ryan Flood is a United States Coast Guard Veteran and the president of The Bowline Group, a boutique political and government affairs consulting firm that focuses on representing police officers and related personnel throughout the country. Prior to this current role, he served as the Vice President of Government Affairs for a national trade association and worked on campaigns at the local, state, federal and international levels. Additionally, he held official government positions in both Virginia and New Jersey. He currently resides in Freehold, New Jersey, with his wife Megan and their dog Cooper.
Leigh Ann Gillis, Finance Director
Leigh Ann Gillis is a political fundraiser with over thirty years of experience. Most recently, she served as Finance Director at the NRCC for the last two cycles, where she was responsible for raising more than $500 million as well as candidate fundraising that led to Republicans taking back the House of Representatives and keeping the majority in 2024. In the 2020 election cycle, she served as the Finance Director for America First, the superPAC and 501c4 dedicated to supporting the re-election and policies of President Trump. During this cycle, she and her team raised over $232 million. Prior to moving to the DC area, Leigh Ann was Principal at LAWGroup, Inc in Georgia where she oversaw the fundraising of dozens of candidates, elected officials, and committees. Previous clients include Governor Sonny Perdue, Senator David Perdue, all party committees, and numerous congressional, statewide, and legislative candidates
Donald Rickard, Senior Advisor
Donald Rickard is the Founder and President of Goal Line Strategies, a Republican Consulting Firm that specializes in General Consulting. During the 2022 and 2024 cycles he served as a Regional Political Director at the National Republican Congressional Committee overseeing the Republicans flipping control of the House of Representatives and then against all predictions holding the House in 2024. During his time at the NRCC, Donald oversaw 19 states and flipped seats in Colorado, Iowa, and Michigan.
In 2018 and 2019 Donald served as the Deputy Political Director for the Republican State Leadership Committee, overseeing independent expenditure operations and spending in 31 states. Prior to that, he served as a National Political and Communications consultant in The Bahamas, managed one of the most expensive Virginia Delegates races to date, served as Ted Cruz’s winning Iowa Caucus Director. He has managed races in South Carolina, Virginia, New Jersey, Tennessee and Texas. He currently resides in Washington DC with his fiancé Anna.
